Dubai Eases Path to Homeownership with New Programme for First-Time Buyers
If you’re planning to enter the property market, Dubai has just introduced a new initiative to make it easier.
The Dubai Land Department (DLD) and the Dubai Department of Economy and Tourism (DET) have jointly launched a First-Time Home Buyer Programme, aimed at both Emiratis and expats.
Officially rolled out on Wednesday, July 2, the initiative is designed to assist first-time buyers by providing priority access to new developments, special pricing, and customised mortgage plans.
The programme forms part of the broader Real Estate Strategy 2033, which aims to increase homeownership and double the real estate sector’s contribution to Dubai’s GDP.
Major developers—including Azizi, Beyond, Binghatti, DAMAC, Danube, Dubai Properties, Ellington, Emaar, Majid Al Futtaim, Meraas, Nakheel, Palma Holding, and Wasl—have signed on to the programme. They’ll offer preferential pricing on off-plan units valued up to AED 5 million, along with early access to new launches.
Who Can Apply?
The programme is open to all nationalities and income levels. To qualify, applicants must:

Be a UAE resident

Not currently own a freehold residential property in Dubai
Interested individuals can register online to participate.
Participating banks—Commercial Bank of Dubai, Dubai Islamic Bank, Emirates NBD, Emirates Islamic, and Mashreq—will provide tailored mortgage solutions for eligible buyers. More financial institutions are expected to join the initiative soon.

According to Helal Saeed Almarri, Director General of DET, “This initiative lowers the entry barrier to homeownership, strengthens market demand, and injects liquidity into the sector. It’s aligned with the Dubai Economic Agenda (D33) to boost GDP contributions.”
He added that by making housing more accessible to both Emiratis and expats, Dubai is not only promoting community well-being but also enhancing its global reputation as a leading city for living, working, and investing.
